[You must be a Lead Rank before being a "Royal" rank. I understand that there are four or three slots open for "Royal" ranks, I shall explain this. Once the Alpha(s) decide a lead rank should move up, they become a "Royal" rank. Except for Guards, they pretty much have a "Royal" rank (Alpha's Guard). If someone from a regular rank asks to be tested for a lead rank, they shall send a RP sample or something like that.
If the Alpha approves, they are now a Lead Rank. The process shall repeat and eventually all slots shall be filled.]
